Abstract

This report provides key insights to support evidence-based public engagement and communication for Ireland’s circular economy transition. It brings together best practice, market research, socio-demographic analysis and community initiatives to identify trends shaping circular economy behaviours across Irish life. The report aims to strengthen communication capacity and help ensure the public is informed, engaged and able to participate in the circular transition.

Overview


The Circular Economy 2025 Key Insights Report provides an evidence-based overview of public engagement, communication, community action and behavioural trends related to Ireland’s circular economy transition. The report brings together research, campaign analysis, socio-demographic insights and community-based evidence to support more effective circular economy communications. The report is broken down into 4 sections as follows:

Circular Economy: What We Know


This section presents the main evidence on circular economy awareness, recognition, understanding and public support in Ireland as a combination of findings from the synthesis report and market research. It highlights what people currently know about the circular economy, how recognition of the term has changed over time, and where gaps in understanding remain.

Community Action


This section explores how community initiatives are already contributing to the circular economy across Ireland. It looks at local circular activities, how community groups communicate their work, and the challenges they face in improving visibility, reach and public engagement.

Communication Campaigns


This section reviews circular economy communication campaigns in Ireland and internationally. It identifies common approaches, key insights, campaign trends and examples of best practice that can help shape more effective public engagement strategies.

Behavioural Trends


This section examines behavioural patterns linked to circular economy action, including recognition, public attitudes, barriers and motivations. It also provides recommendations to help bridge the gap between awareness and real behavioural change.
